The 21st Davao City Council on Tuesday approved on first reading an ordinance creating the Strengthened 2025 Educational Assistance Program under the Educational Benefit System Unit (EAP-EBSU) of the City Government of Davao.
The measure stemmed from a privilege speech delivered by Committee on Education, Science and Technology, and Arts and Culture Chair Antoinette Principe, who underscored the necessity of strengthening the EBSU, originally created through an executive order.
“We want to harmonize everything, and if there is a need, then we will make changes. The program is running like a well-oiled machine; we just need to have a law to protect it in the form of an ordinance,” Principe said.
She said the EBSU has come a long way—from initially offering higher education scholarships to now providing law school and medical school scholarships.
“We want to collate everything and then come up with an ordinance that will cover all that the EBSU has been doing,” she added.
Principe also said the council wants to ensure that the EBSU will be institutionalized in keeping with the trend of rightsizing government positions.
The measure has been referred to the appropriate committees, including the Committee on Education, Science and Technology, and Arts and Culture, jointly with the Committee on Appointments and Government Reorganization. CIO Written by: Karina Cañedo Edited by A.Nawal
