The Sangguniang Panlungsod on Tuesday passed a resolution recognizing the accomplishment of a Physician Licensure Examination topnotcher from Davao.

Davao City Councilor Lorenzo Villafuerte, in his privileged speech, recognized the distinguished achievement of Dr. Luigi B. Libarios, PTRP, a graduate of Brokenshire College who placed the top six of the March 2026 PLE.

With a score of 88.75 percent, Villafuerte said Libarios has achieved a remarkable feat and a source of pride for Davao City, serving as an inspiration to Dabawenyos.

Libarios who was a partial or half-scholar of the Educational Benefit System Unit Medical Educational Assistance Program thanked the public officials who initiated the program.

“I would personally like to thank the dedicated public officials, especially those who initiated and continue to support programs like the EBSU Scholarship. I am a living testament to how these programs help Dabawenyos. We all know that many Dabawenyos have grit, talent, and intelligence, but are forced to set aside their dreams—not because they lack ability, but because they lack opportunities. That is why I sincerely thank EBSU, as I am a partial scholar,” said.

Alongside Dr. Libarios, six other EBSU scholars also passed the PLE 2026. They are Dr. Ma. Enya Irish Amihan, Dr. Kerem Mnhz Chispa, Dr. Leona Claire Dimaunahan, Dr. Stela Dizon, Dr. Louelle Jane Posadas, and Dr. Gillare Ricafort.

For medical school, full scholars receive Php140,000 in school fee assistance per semester plus a Php 20,000 book allowance, while half scholars receive Php 70,000 in school fee assistance per semester with a Php 10,000 book allowance.

The City Government of Davao-EBSU started the medical law school scholarship program in 2018.
