The City Government of Davao conducted training in barangays its three districts to strengthen the barangay-level compliance with
Republic Act No. 11032 or the Ease of Doing Business (EODB) Act.

The training, led by the Committee on Anti-Red Tape (CART) on March 23, 2026, discussed key areas, especially the requirement of drafting a Citizen’s Charter.

The Citizen’s Charter for every barangay must contain the requirements for the application or request, procedure, persons responsible, and the amount of fees among others.

Barangay officials, during the workshop proper, were taught how to draft their charters.

During the session, the Acting Head of the Internal Audit Service Division, Atty. Sarah Phoebe L. Paclibar, in her capacity as Vice-Chairperson of the CART, underscored transparency, accountability, and responsiveness as fundamental pillars of effective governance.

The training forms part of the ongoing efforts to promote good governance among barangays by making government services more accessible and responsive to the needs of the public.
