The City Government of Davao has created an Inter-Agency Task Force on Emergency Socioeconomic Crisis Response (IATF-CRISIS), through Executive Order No. 07, Series of 2026, to efficiently prepare and manage the city’s response and resources in addressing the impacts of the ongoing emergency socio economic crisis.
It can be recalled that on March 24, 2026, the country was placed under a State of National Energy Emergency—a result of the ongoing tensions involving the United States of America, Israel, and Iran that have significantly contributed to the rising prices of fuel, affecting basic commodities, transportation costs, and overall economic activities.
The task force’s mandate is to create, suggest, and carry out strategies, policies, and measures required to safeguard and address the concerns of consumers and business owners impacted by the crisis.
By creating and implementing effective production, transportation, and distribution systems, the IATF-CRISIS must also guarantee the productivity of basic necessities and a sufficient supply of prime commodities, as well as provide mitigation measures for affected areas.
The task force is also in charge of developing, recommending, initiating, and carrying out the essential preparations and response measures for any socioeconomic emergency or related catastrophe that affects all facets of society.
It must also closely coordinate with the Davao City Price Coordinating Council to monitor and evaluate the prices of goods and commodities, including fuel and basic necessities, against exploitative market practices that may arise due to the crisis.
The IATF-CRISIS will be led by the City Mayor or, in his absence, the City Administrator, with the City Planning and Development Coordinator as Vice Chairperson.
The task force members are from the City Information Office, City Vice Mayor’s Office, City Administrator’s Office, City Legal Office, City Engineer’s Office, City Accountant’s Office, City Budget Office, and the Department of the Interior and Local Government – Davao City Operations Office. Offices under the Peace, Safety, and Security Committee; Employment Committee; Social Intervention Committee; Economic Committee; Health and Emergency Committee; and the Energy Committee shall make up the task force’s subcommittees.
