In a bid to ensure coordinated monitoring, enforcement, and to put consumer protection mechanisms in Davao, the City Government issued an executive order reconstituting and strengthening the operational framework of its Price Monitoring Council. The city on April 16, 2026, issued Executive Order No. 12 Series of 2026, or “An Order Reconstituting and Strengthening the Davao City Price Monitoring Council (DCPMC), Defining Its Functions, and Powers, and For other Purposes”.
This is in line with global developments that may potentially affect prices of goods, and in further support of the Price Act created to protect consumers against hoarding, profiteering, cartelization, and illegal prize manipulation, particularly during emergencies calamities, or abnormal market conditions.
According to the EO, the City Mayor or his/duly authorized representative shall sit as the chairperson, with the DTI Regional Director or his/her authorized representative as the vice chairperson.
The membership of the body include the City Health Office, City Legal Office, City Agriculturist’s Office, City Tourism Operations Office, City Economic Enterprise, City Transport and Traffic Management Office, and City Information Office.
Also included as members are the Department of Agriculture XI, Department of Energy XI, Department of Health XI, Food and Drug Administration XI, National Food Authority XI, Department of Transportation XI, Land Transportation and Franchising Regulatory Board XI, Land Transportation Office XI, Department of Justice XI, Department of Economy, Planning, and Development, and Department of Environment and Natural Resources XI.
Security agencies such as the Philippine National Police XI, National Bureau of Investigation XI, Bureau of Customs-Port of Davao – are also members of the DCMPC.
Representative from the Consumers, Agricultural, Producers, Manufacturing and Retail Sectors are also included as members.
These sectoral representatives shall be appointed by the chairperson upon nomination by DTI.
Among the duties and functions of the DCMPC are to coordinate with sectors regarding programs of the national government intended to stabilize prices and supply; to conduct of in-depth analysis on causes of price fluctuations; and to recommend actions or steps to correct unwarranted price increases and supply shortages.
It is also the duty of the body to ensure public display of price offered for sale with appropriate tags or labels indicating prices of such articles and their uniform sale without discrimination on the price stated pursuant to Republic Act No. 71.
The body must also seek technical assistance from national government projects or programs related to local enterprises to mitigate problems in the informal local enterprises in the city.
