The City Government of Davao, in partnership with the Department of the Interior and Local Government (DILG), formally launched the City Local Governance Resource Center (LGRC) at the Davao City Library and Information Center (DCLIC) on July 13, 2026, establishing both physical and digital hubs that equip Local Government Units (LGUs) with the tools and resources to champion transparent, responsive, and effective governance.
In her opening remarks, Mika Chan S. Magtulis, City Director of DILG said that the center ensures that resources remain accessible to strengthen institutions and inspire future leaders of the city.
“The true measure of this resource center will not be the books on its shelves or the facilities within its walls. But, in knowledge we create, the partnerships we strengthen and the innovations we inspire which will provide a positive impact to every Dabawenyo through better local governance. Today, we are building a legacy. A legacy where knowledge empowers leader, innovations transform institutions and partnerships that create communities,” she said.
During the launching, the DILG also turned over a collection of books, brochures, newsletters, and magazines to DCLIC, to further enrich the center as a comprehensive hub for accessible knowledge and innovation.
The operational framework of the CLGRC is anchored on the three core pillars of knowledge management, multi-stakeholdership, and convergence.
To effectively transform these pillars into actionable community benefits, the center operates through four specialized service arms – the Knowledge Resource Center, Capacity Development Facility, Public Education and Citizenship Facility and Linkage and Networking Facility to assist local administrations.
Salome M. Enoc, Officer-in-Charge of DCLIC also expressed her full support to the center’s integration assuring that its resources are open and available to every sector of the community.
“As we officially open the doors to these resource center, be assured that it will be put into good use and fully utilized. May it serve as a hub for knowledge, collaboration and innovation helping us build more transparent, accountable, responsive and people centered local government,” she added. CIO
