To streamline the handling of matters involving government buildings and facilities intended for commercial purposes under the Special Projects Division of the City Government of Davao’s City Economic Enterprise (CEE), the Special Projects Management Board (SPMB) was reconstituted through Executive Order No. 30, Series of 2026, issued on August 13.
The SPMB functions as the policy-making body responsible for the management and development of units under the CEE’s Special Projects Division.
These units cover parcels of land, government buildings, and commercial facilities, including the coffee shops at the Davao City Library and Sangguniang Panlungsod (SP); Davao Skate Park at Agdao Flyover; stalls and booths at the Davao City Overland Transport and Terminal; the Massage Therapy area at Rizal Park; and the two-storey concessionaire’s building at the SP compound, among others.
The board is tasked with developing and adopting policy guidelines and standards for the management and administration of these units, as well as establishing rules and regulations for their operation, administration, and maintenance.
It also oversees the raffling and drawing of lots for the allocation and awarding of vacant stalls, booths, and spaces. The board is authorized to revoke or cancel lease contracts, close stalls or spaces, or evict lessees in cases of contract breaches or violations of applicable laws and ordinances.
The SPMB will be chaired by the City Mayor or a duly authorized representative, while the Assistant City Administrator for Operations or their authorized representative will serve as vice chairperson.
Board members will include the heads or authorized representatives of the CEE, City Treasurer’s Office, City Legal Office, City Tourism Operations Office, City Engineer’s Office, Interim Office of the City Architect, Public Safety and Security Office, Ancillary Services Unit, City Environment and Natural Resources Office, Office of the City Building Official, City Transport and Traffic Management Office, City Health Office, and the Chairperson of the SP Committee on Government Enterprise and Privatization.
The executive order also establishes a technical working group tasked with providing technical, operational, and administrative support to help the board effectively carry out its powers and functions.
