The City Government of Davao reconstituted its City Project Management and Implementing Unit (CPMIU) for the Philippine Rural Development Project (PRDP) through Executive Order No. 20, Series of 2026.

Through the EO, the CPMIU is mandated to adopt a gender mainstreaming strategy to promote gender equality and inclusive development.

First created in 2014 through a separate executive order, amended in 2015, and subsequently reconstituted in 2018, and 2020, the CPMIU serves as the implementing office of sub-projects supported under the PRDP.

This unit will also supervise the operations of the PRDP Components composed of the local and national level planning (I-PLAN), infrastructure development component (I-BUILD), enterprise development component (I-REAP), and the project implementation support (I-SUPPORT).

As part of its adoption of gender mainstreaming strategies, a gender mainstreaming unit is added to its I-SUPPORT component. This unit will ensure the enforcement of gender sensitive policies, recommend gender sensitive policies, address gender concerns in the development process, and develop clearer concepts and strategies for gender equality and women empowerment.

The CPMIU shall be led by the head of the City Planning and Development Office (CPDO). Its components shall be led by the CPDO Head of Officer-in-Charge for the I-PLAN, the head or OIC of the City Engineer’s Office for the I-BUILD, and the Head of the City Agriculturist’s Office for the I-REAP.

Meanwhile, six sub-units are under the CPMIU’s I-SUPPORT component. These are the Finance Unit, which will be led by the head of the City Accountant’s Office; Procurement Unit led by the head of the General Services Office; Social and Environmental Safeguards Unit led by the head of the City Environment and Natural Resources Office; Grievance Redress Unit led by the head of the City Legal Office; Information, Advocacy, Communication, and Education Unit led by the head of the City Information Office; and the Gender Mainstream Unit to be led by the head of the Integrated Gender Development Division.

The funds necessary for the operations of the unit shall be taken from the available funds of the city government subject to availability of funds and regular auditing guidelines procedures.
