The City Government of Davao strengthened its commitment to gender equality and inclusive governance with the issuance of Executive Order No. 17, Series of 2026, reconstituting the Gender and Development (GAD) Monitoring and Evaluation Team.
The executive order was mandated under the Joint Memorandum Circular No. 2024-01 of the Philippine Commission on Women (PCW), the Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM), and Department of Economy, Planning, and Development (DEPDEV), which directs all local government units (LGUs) to establish and maintain a gender responsive monitoring and evaluation system.
The reconstituted team will be chaired by the GAD Focal Point System (GFPS) Technical Working Group Chairperson and will include members from the Office of the City Planning and Development Coordinator, Human Resource and Management Office, City Budget Office, City Mayor’s Office, Department of the Interior and Local Government (DILG) – Davao City, as well as representatives from civil society women’s organizations and the academe.
The committee is also directed to establish and strengthen a gender responsive monitoring and evaluation system, monitor the annual GAD plan and budget, and assess institutional mechanisms for gender mainstreaming.
It will also evaluate the outcomes of city policies and projects, submitting a comprehensive GAD evaluation report to the DILG Regional Office XI at the end of the local chief executive’s three-year term.
