The City Government of Davao issued Executive Order No. 19 reconstituting the Davao City Slaughterhouse Management Board (DCSMB) to strengthen oversight of the city’s halal and non-halal slaughterhouses in Maa and Malagos, ensuring that operations meet the highest standards of efficiency, compliance, and public health.
The executive order is anchored on the city’s partnership with the Bankerohan Livestock Multipurpose Cooperative (BLMC) for the rehabilitation and operation of the Maa Slaughterhouse under a Public-Private Partnership arrangement as prescribed under Republic Act No. 6957.
Under the new board, the DCSMB will be chaired by the City Mayor or a duly authorized representative, with the City Economic Enterprises serving as vice-chair. Its members include the department heads of the City Treasurer’s Office (CTO), City Veterinarian’s Office (CVO), City Health Office (CHO), City Engineer’s Office (CEO), City Legal Office (CLO), as well as the Chairperson of the Sangguniang Panlungsod Committee on Government Enterprises and President of the Bankerohan Livestock Multipurpose Cooperative.
The board is also tasked to formulate and adopt policy guidelines and standards in the administration and operations of the halal and non-halal slaughterhouses in Maa and Malagos. It is also mandated to perform any acts and functions deemed appropriate and necessary to ensure the proper administration and implementation of slaughterhouse operations.
Additionally, the Technical Working Group shall be composed of representatives from the City Administrator’s Office (CARO), City Economic Enterprises (CEE), CEO, CVO, CHO, and CLO.
