The “Davao City Honey Bees and Stingless Bees Honey and By-Products Production and Promotion Ordinance” was passed by the 21st Davao City Council on December 5, in an effort to actively support meliponiculture and apiculture as sustainable means of subsistence. The new policy offers local beekeepers incentives and regulatory support.
The legislation, which was authored by City Councilor Ralph Abella, intends to expand domestic and international markets for honey and associated goods while bolstering local agriculture through improved pollination services.
The ordinance also encourages sustainable and climate-resilient practices. These include promoting the use of natural hive materials, environmentally friendly practices, lowering chemical exposure, and methods that help the local flora and wildlife become more diverse.
Registered beekeepers will gain access to comprehensive capability training programs covering business management, value-adding, marketing, and sustainable beekeeping methods.
The City Agriculturist’s Office (CAGrO), in collaboration with partner agencies, will lead the implementation. This involves providing training, extension services, and access to starter kits or bee colonies. A key component includes training beekeepers and 911 emergency personnel on the safe rescue and relocation of bee swarms.
Registration with CAgrO is mandatory for all apiaries and meliponaries in the city, including urban and backyard beekeepers. This registration is essential for accessing the ordinance’s support programs, training opportunities, and incentives. CIO
