The 21st Sangguniang Panlungsod on Tuesday approved a resolution urging all social media content creators in Davao City to practice the responsible use of digital platforms to protect the welfare, safety, and dignity of all Dabawenyos.
The resolution said social media creators in Davao City should be responsible and ethical in their use of digital platforms, by promoting truthful, respectful, and inclusive content and refrain from practices that endanger, exploit, or mislead the public.
Authored by Committee on Information Technology Chair Councilor Bonz Andre Militar, the resolution cited the growing influence of social media content creators that has a significant impact in shaping public opinion, culture, and values, especially the youth.
“Irresponsible content creators– such as the spread of misinformation, cyberbullying, hate speech, and the exploitation of minors–poses risks to the mental health, safety, and dignity of individuals and the community,” the resolution reads.
It added that as safeguard against these harmful practices, national laws were already passed. These include Republic Act No 10175 (Cybercime Prevention Act of 2012), Republic Act No. 10173 (Data Privacy Act of 2012), Republic Act No. 10627 (Anti-Bullying Act of 2013), Republic Act No. 11313 (Safe Spaces Act) and Republic Act No. 7610 (Special Protection of Children Against Abuse, Exploitation, and Discrimination Act).
“Davao City has likewise enacted ordinances such as the Anti-Cyberbullying Ordinance, the Anti Discrimination Ordinance, and Children’s Welfare Code, all of which highlight the commitment to protecting its people both offline and online,” the resolution added.
Copies of the resolution are to be furnished to the Office of the City Mayor, City Information Technology Center, City Legal Office, Davao City Police Office, City Social Welfare and Development Office and other concerned agencies for their information and appropriate action. CIO
