The 21st Sangguniang Panlungsod on suspended rules on Wednesday approved the ordinance giving the City Government of Davao authority to participate in the Department of Energy’s (DOE) Special Auction round for Waste to Energy Project (WEP) under the Green Energy Auction Program (GEAP).
The authority sought under the proposed ordinance is limited to the City’s participation in the auction process, the designation of legal representatives and the execution of documents required by the DOE and GEAP program.
The DOE has established a Special Auction Round for Waste-to-Energy (WTE) under the GEAP to facilitate the development of qualified renewable energy projects.
SP Committee on Energy and Water Chair Louie John Bonguyan told reporters on Wednesday that the GEAP is solely for WTE and the legislative authority is just a first step.
“This is just the first step na niapil ta nag try ang city government na mu-apply sa Green Energy Auction limited lang na 230 MW so wala pud ta kabalo kung qualified ta. Basta one of the requirements is the city council’s resolution and naa pa’y uban documents (This is just the first step. The city government will try to apply for the Green Energy Auction, which is limited to 230 MW, but we also don’t know whether we will qualify. He said that the urgency of the passage of the ordinance was due to the incoming last day of registration which is scheduled on June 16, 2026.
It can be noted that the City Government of Davao as early as 2016 has expressed interest to implement a WEP within the City. CIO
