The City Government of Davao issued Executive Order No. 27, establishing the Technical Working Group (TWG) to oversee the implementation of the 2026–2030 Davao City Science, Technology and Innovation (STI) Plan and Smart and Sustainable City Roadmap, a development agenda built directly on standardized Smart City Roadmap indicators.
The executive order is anchored Section 16 of the Local Government Code of 1991, which directs local governments to ensure economic prosperity, promote social justice, maintain peace and order, and preserve the comfort and convenience of their inhabitants.
The TWG will be chaired by the City Mayor, or in his absence, the City Administrator with the City Science and Technology Director of, Department of Science and Technology Regional Office XI (DOS) – City Science and Technology Office Davao serving as Co- Chairperson.
The group shall be composed of members under the offices of the City Information Technology Center, the Davao Bus Project under the Public Transport Modernization Program, the Davao City Investment Promotion Center, the Davao City Innovation and Invention Center, the City Engineers Office, the City Transport and Traffic Management Office, and the City Environment and Natural Resources Office.
To ensure inclusivity, the members will also include chairpersons of the Sangguniang Panlungsod Committees on Education, Trade and Commerce, Science Information and Communications Technology as well as representatives from the academe, private sector, utility service providers, and the startup community.
Central to its mission is the advancement of integrated digital infrastructure, which includes establishing a centralized city server, secure cloud systems, and expanding broadband connectivity to enhance the delivery of public services. They are also tasked with carrying out an inclusive Science, Technology, and Innovation Plan alongside a SMART Roadmap designed to address the city’s urban development challenges.
Beyond infrastructure, the group will also reinforce data-driven governance and strengthen the competencies of public sector stakeholders, educators, and learners in utilizing digital tools.
Funding for the TWG’s operations will be sourced from the DOST Grants-In-Aid program under the Smart and Sustainable Communities Program, with necessary counterpart funding from the City Government of Davao with all expenditures subject to the usual budgeting, accounting and auditing rules and regulations.
