A member of the 21st Davao City Council on Tuesday called for the passage of a city ordinance on maritime passenger safety compliance.

Councilor Ralph Abella, during the privilege hour, pushed for the city to become a final safety checkpoint through requiring documents issued by the Maritime Industry Authority (Marina) and the Philippine Coast Guard (PCG), to ensure that boat operators are fully compliant.

The proposed ordinance require submission of mandatory documents from the Marina and PCG, and additional operator requirements such as passenger insurance policy, Sample Passenger Manifest Form in use, and Route Map or area of operation as a pre-requisite in the issuance of the City Business Permit.

He added that once a motorized boat becomes for hire, it becomes a regulated public vessel based on rules of the Marina. As a public vessel, there are documents required from the operator of the boat, and those who steer it.

Based on the declaration of policy of the proposed ordinance, it is the policy of the City Government of Davao to ensure the safety and protection of all the passengers boarding motorized boats operating for hire within the territorial waters of Davao City by requiring proof of compliance with Maritime safety regulations prior to the issuance of the City Business Permit.

The proposed ordinance covers individuals single proprietorships corporations, cooperatives, or entities operating motorized boats carrying passengers or cargo for compensation within Davao City waters.

The measure was approved on the first reading and was referred to the appropriate committee. CIO
